On March 31, 1971, a group of Vietnam War veterans, college students, and other Vermonters gathered at the Vermont Statehouse in Montpelier to urge the Legislature to ratify the People's Peace Treaty, developed in December 1970 by American and Vietnamese student organizations. The treaty received a mixed reception in Vermont. A Burlington Free Press editorial published on March 31 stated, "This effort must rank as one of the most arrogant, hateful and dishonest exercises ever foisted on the patience of Vermonters." After a contentious debate on the peace treaty, the Vermont House of Representatives tabled a resolution in support of the treaty and instead passed a resolution calling on the Nixon Administration to negotiate to end the war.
